A number of international documents encourages and obliges UN member states on the integration of children with developmental difficulties in regular schools.
Ideas from these documents on the rights of equal opportunities, the idea of establishing a program for this individualizovanih children on the basis of preserved resources are entered in a national document on the reform of education in Montenegro 'Book of Changes'.
