Called the Okyabrskaya until 1992, this hotel built in 1983 from designs by architects D. I. Burdin, V. G. Talkovsky, I. A. Djachenko and belonged originally to the Department of Affairs of the former Soviet Union. The hotel's construction received special attention because the Department of Affairs of the Central Committee of the Communist Party of the Soviet Union (CPSU) ordered the building to provide special security and services for the leadership of the CPSU. The hope was to showcase communism in an attractive location with well-furnished accommodations for delegations of friendly Communist parties who visited Moscow often during that period.

After 1992, ownership of the hotel passed to the Administrative Department of the Russian President. The guests continued to be senior officials and government representatives who for looking for the highest levels of security, service and comfort when visiting Moscow. There is no other hotel in Moscow that has hosted so many Presidents, heads of State, Prime Ministers, Ambassadors and well-known persons, all accompanied by black sedans with dark windows and men in black suits with ear pieces.
