As of 2019, the civic conservatory portion of the building is closed and the plants inside moved to a city greenhouse. The city administration is considering options to expand the civic greenhouse.

The building began its life as the Mendel Art Gallery and Civic Conservatory. The Mendel opened on October 16, 1964. The construction of the facility, which includes a botanical conservatory, was made possible by a generous donation from Frederick S. Mendel, a local industrialist and art collector. Admission to the gallery was free. In 2017, the gallery moved to a new facility at River Landing under the new name of the Remai Modern Art Gallery of Saskatchewan, named after its major backer.
