Bertha Ross, this park's namesake, was active in Indianapolis' public schools and was an early proponent of youth sports as a deterrent to criminal activity. Ross founded a baseball league for children between the ages of seven and 15, and raised money each year to outfit 12 teams with bats, mitts, uniforms and coaches. Ross had only one rule: any child playing in her league could not get into any trouble.

This 12 acre park was acquired in 1925, and was known originally as Golden Hill Park.
