Also known as Wayne County Jail Division No. 3, the William Dickerson Detention Facility Center was constructed in 1991 and has a capacity of 896 beds. It mainly houses inmates that require the lowest level of supervision. It is a "direct supervision" style jail where inmates share a common area and officers monitor them from an open counter desk that has a view of the entire room. The individual cells have doors and glass windows, instead of bars, which are considered outdated.

The County has considered closing all three jails that it operates including the Dickerson Facility and replacing them with a new jail and justice center downtown. Closure of Jail No. 3 would result in a $7.2 million savings for the County while reducing the City of Hamtramck's tax revenue by $1 million annually.
