Strip mall which used to house a variety of stores, almost all of which had problems due to the basements deteriorating and moisture. The water table was too high in this area, but they decided to fill in a wetland to build a retailing wonderland anyway. Nature (and the city) won in the late 1990s, and Phalen Shopping Center became nothing more than what it used to be - a swamp. NewMarket may still be holding on, however I cannot make any guarantees.
