The reason why much of this land is undeveloped is because of the lack of established water/sewer/electrical lines, and the difficulty of building on this land. This is also the reason that during the late 1990's and 2000's, many cheaply built tract homes, and McMansions were constructed on the sites of older homes, which were worth less than the site itself.
