Before the Queen Elizabeth Hospital was built in 1957, the main hospital in Jesselton was Jesselton Hospital. Jesselton Hospital developed immediately after World War II. The hospital is located at Mile 1 Tuaran Road, adjacent to the Radio Malaysia Sabah (RTM) building. The hospital was made of wood with palm leaf roofs.

Queen Elizabeth Hospital was officially opened on 14th September 1957 by the Countess of Perth and the Minister of State for Colonial Affairs, the Earl of Perth. At that time the hospital has only one building block, known as the Old Block. The hospital was built on a small hill located at Mile 1.5 , Penampang Road. In the beginning the hospital consist of 208 beds. In that same year, the TB Hospital was built on another hill nearby. The Tuberculosis Hospital has 135 beds.

Since its opening in 1957, Queen Elizabeth Hospital has grown quickly. It became bigger and more complex with new constructions and renovations from time to time.

In 1967, a new block was built to house the Outpatient Department and the Central Laboratory. It is then renovated to become the physiotherapy unit.

In 1980, the Maternity and Nursery Block was erected. In May 1981, the First Class Maternity Ward began its operation. Then the Old Maternity Ward was renovated and became the Children Ward. The General Administrative Office moved to the first floor of the old block and the vacated area was then taken by the Department of Pathology (Laboratory). In addition, the Accident and Emergency Department Outpatient Department was expanded at a cost RM 75 000.

The biggest development in QEH history was the construction of a new 8 storey block at a cost of RM 20 million in 1981. The Tower Block (officiated in December 1981), changed the skyline of Penampang and the view of the surrounding areas of the hospital. This block is now history as it was declared unsafe back in 2009 at the age of 28 years. The block housed the CSSD, Inpatient Pharmacy, Radiology Department, Ophthalmology Department, all surgical wards, First Class wards and VIP wards.

At this time the Queen Elizabeth Hospital is the largest hospital in the state. It has been a referral center for all district hospitals in the state. The hospital also provides expertise in all major medical areas including Burns Unit and Intensive Childcare Unit.

However, the development of the Queen Elizabeth Hospital has not come to an end yet. The master plan started in 1995 and was gradually implemented in two phases until 2010. Included in the plan is the construction of new twin tower blocks which replaces the Tower Block. These developments will bring the hospital into the 21st century when the hospital will play an even more important role in building a healthy and progressive society.
