park, flood protection, 1990s construction
Located just north of the central city business district, Headwaters Park stages many community festivals, concerts, charitable, and other special events throughout the year. The Lincoln Financial Pavilion, located in Headwaters Park East, is the main event area during the summer festival season. Through the winter season, the Pavilion is turned into an ice rink.
Because Headwaters Park lies on a flood plain, the park was constructed to absorb floodwaters and protect Downtown Fort Wayne from catastrophic flooding, such as the March 1982 flood.
