This was the location of the "pulpitum", or "stage"/"platform" upon which the Imperial Family and honored guests were seated to view the races. When necessary or warranted, the Emperor or host of the race would address the crowd (to the best of his ability, no mean feat considering the vastness of the Circus); hence "pulpitum" being the - obvious - etymological origin of "pulpit", the stage or platform from which one delivers a speech.
Scant traces of the pulpitum can be found opposite and beneath the Via del Cerchi, which itself follows the upper-level perimeter of the original stadium seating. Additional structures have been identified under the service parking lot of the Santa Anastasia.
