Portus, The Harbor of Trajan

This harbor, and the nearby (largely vanished) town of Portus, were built by Emperor Traianus (Trajan) during the 2nd century AD when the nearby facilities at the mouth of the river Tiber, located at Ostia, began to saturate due to liquefaction.

Note that the ancient coastline was much further inland than at present, roughly adhering to the course of the SS 296 road serving Leonardo daVinci International Airport.
