The ARFF facilities at the Airport are located on the southeast corner of the Youngstown Air Station aircraft parking apron. The ARFF building is approximately 15,200 square feet. The building consists of sleeping facilities for 23, a high-tech classroom with 21 computers, a kitchen and eating facilities, entertainment lounge, exercise facility and four rescue-truck garage bays. The YNG ARFF facility has the following equipment:

• An E-One P-23 Crash-Fire Rescue vehicle. It contains 3,000 gallons of water, 500 gallons of AFFF, 350-pounds of dry chemical and a Class D fire-extinguisher. It is manned by three to four people.
• Two Oshkosh P-19 Rapid Intervention Crash-Fire Rescue vehicles. Each contains 1,000 gallons of water, 130 gallons of AFFF, and 350-pounds of dry chemical. Each is manned by three to four personnel.
• A Chevy P20 Rapid Intervention vehicle, which contains 350-pounds of dry chemical. It is manned by one person.
• A Chevy P30 medium rescue vehicle manned by four personnel for emergency medical services (EMS).
• Two Chevy Tahoes used as staff command vehicles, manned by the fire chief and supervisor.
• One P27 off-road vehicle which contains 500-gallons of water that can be sprayed at 500 gallons-per-minute. This vehicle is cross-manned.

Federal Aviation Requirement (FAR) Part 139 requires differing levels of ARFF services at commercial service airports based on the length of the air carrier aircraft and the number of average daily departures by air carrier aircraft. Based on the number and type of aircraft at YNG, the airport is considered Index A and must meet Index A requirements. Based on the equipment described above, the airport is capable of accommodating up to Index D aircraft on a per-use basis or for scheduled operations. Index E coverage can be provided for scheduled service, but this requires an arrangement with WRPA prior to initiating scheduled service. YNG provides 24-hour daily ARFF coverage through a cooperative agreement with the Air Force Reserve base on the Airport. The YNG ARFF holds a mutual-aid agreement with Howland Township Fire Department.

The YNG ARFF facility staffs approximately 50 employees including rescue and fire-fighting personnel, “911” dispatchers, fire-prevention officers, training officers
administration clerks, and the fire chief. Personnel serve in one of two 24-hour shifts. Each shift consists of 22 fire fighters. The ARFF facility must maintain a
minimum of 15 fire-fighters at the Airport at any given time. All fire-fighters on staff are trained to the level of an emergency medical technician (EMT) and are hazmat certified.
