This is a village-owned park in the Incorporated Village of Flower Hill, New York. Formerly Flower Hill County Park, the Village purchased it in 2006.
It was dedicated in 2007 in honor of Ann Frankel. Frankel at the time was a Village Trustee and redesigned the landscaping of the park following the purchase. She would eventually become the Village Arborist.

The park received major improvements during the 2010s – including the installation of a state-of-the-art playground and other recreation facilities.
