    Around 1960, there may have been an elevator to take you to the top. Since that time the neighborhood became slum-like and visitors would pass through this area without stopping (except for traffic lights, of course). The monument was visible, however, from a passing car. Since the 2000's, the neighborhood has been undergoing urban renovation and is much improved, though still not a tourist attraction.
