If one looks at official nautical charts (and most other maps) there is no such waterbody labeled "Port Townsend Bay." That name is simply the land-lubber's attempt to deal with their confusion stemming from the name of the little town also called Port Townsend. "Port" referring to a waterbody is a historic English usage, and Port Townsend the waterbody, was named by English explorers well before any town existed here.
