  I know what it is... I helped design and build it! It was originally going to be the unfinished International Convention Center for Brunei, but it was not finished when we left in 1997. I don't know if it ever finished. I think its just rotting in the jungle at this point, but was to SUPPOSED to be the centerpoint of the Brunei international presence and house the ASEAN summit back in 2001, but they never finished it in time to my knowledge.
