Three buildings were supposedly completed in 2000 before the company went bankrupt a couple of years later.

Original plans were that when finished the facilities would include office space, a shopping center, warehouses, restaurants and cafes and a large underground parking garage. In addition, there would be gardens with flowers, fruit trees, and fountains. An observation deck on the roof planned according to sketches of 17th century tsars' gardens that existed on Kremlin rooftops.
