One of 4 water treatment plants operated by the Detroit Water Department. Opened in 1935, it was the second water treatment facility built and was the world's largest self-contained water treatment plant when it opened. It still remains the largest plant in the system.

The plant receives its water from a common intake it shares with the Water Works Park Plant and the Northeast Water Treatment Plant. The intake is located at the head of Belle Isle. After splitting from the intake, the water travels through a 12 foot diameter tunnel, eight and one half miles to the Springwells facility. The plant has a treatment capacity of 540 million gallons a day and a water reservoir capacity of 60 million gallons. Regular usage varies between 100 million gallons a day and 450 million gallons a day. It provides water service to Northwest Detroit, Berkley, Clawson, Huntington Woods, Lathrup Village, Pleasant Ridge, Royal Oak, Southfield and a number of communities in suburban Wayne County.
