Used when heavy crosswinds exists from the west of the airport. Makes life easier for Pilots and passengers! No ILS exists for runway 29 because of limitations on the Hudson river to make straight in approaches. So, approaches for runway 29 are done on rwy 22L, then a circle to land procedure turn downwind is executed five miles out- flying low base wind over Jersey City and rolling out to finally line up with the runway.
