City Mill Lock was built to give access to the southern part of the Waterworks River, as well as the sections of waterway above the Prescott Sluice, known as the Prescott Channel, Three Mills Wall River and what remained of the Three Mills Back River. The arrangement conviently enabled barges to serve the Waterworks River either side of the very low North Outfall Sewer aqueduct. Hence the system comprised of the two new locks, the new Prescott Sluice, and a further smaller, secondary, sluice adjacent to City Mill Lock.
Thew new system was never used greatly for commercial purposes, and the new locks saw very little use. City Mill Lock was probably used a few times, in the 1950's, and for several enthusiast boat trips in the 1970's.
