Originally built on a rocky bluff overlooking the Thames River in 1777.

It was repaired under the First System in 1794-1795 and restored in 1799. It was further improved under the Second System in 1808 at which time it was an inclosed work of masonry and sod mounting eighteen heavy guns. This fort was moderized under the Third System beginning in 1838.

As of 1851, it was intended to be armed with fourteen 42-pounder seacoast guns, fourteen 32-pounder seacoast guns, fifteen 24-pounder guns, three 18-pounder guns, three 12-pounder guns, three field pieces, eight flank howitzers, eighteen 8" heavy seacoast howizters, one 13" mortar, three 10" heavy mortars, one 10" light mortar, one 8" light mortar and four coehorn mortars, for a total of 88 guns.
