This is the second covered speed skating rink in Russia, completed in 2007. In January 2008 European championships were held in this rink.

The cost of construction totalled to about 200 million Euro. To create 'perfect' ice also outsiders where consulted, like the 'Icemaster' of the Dutch speed skating rink in Heereveen, Netherlands.
