Stateline WInd Farm is located on both sides of the Oregon / Washington border, about 3-12 miles (5-20 km) east of the Columbia River and 23 miles (37 km) west of Walla Walla, Washington. Commissioned in 2001 and 2002, there are a total of 454 Vestas V47/660 wind turbines (268 in Washington and 186 in Oregon) with a combined nominal capacity of 299.64 MW.
You can actually go right up to these if you find the right roads. From Walla Walla you take Butler Grade Rd (south of Stateline Rd, southeast of Touchet) up to the top of the hill and then just head right toward them.
