Located on the north coast of Yaquina Bay in west-central Lincoln County, Oregon, United States, in the city of Newport. The site provides beach access and opportunities for viewing the historic Yaquina Bay Lighthouse-- built in 1871, the oldest building in Newport.

The lighthouse at was erected in 1871 but was discontinued in 1874 in favor of the Yaquina Head Lighthouse several miles to the north. The U.S. Army Corps of Engineers used the lighthouse from 1888-1896 as a living quarters while it built the North & South Jetties at the mouth of Yaquina Bay. The U. S. Coast Guard later used the lighthouse as lookout and living quarters from 1906-1915, before moving. During this period, the Coast Guard also built the eight-story steel observation tower that continues to stand next to the original lighthouse. The park originally was developed for day use in 1930s by the Civilian Conservation Corps.
