NISMF North Loch, alternatively known as NISMF Pearl Harbor, is one of several facilities the US Navy uses to store decommissioned or surplus vessels. Unlike the National Defense Reserve Fleets of Suisun Bay, CA, James River VA or Beaumont TX, the vessels held at NISMF Pearl Harbor are not in the custody of the US Maritime Administration (MARAD), but are maintained by Naval Sea Systems Command during their stay.

While the majority of the ships held in the Pearl Harbor NISMF fleet are held for stripping of reusable materials to support active sisterships or other vessels in the fleet before being sold for scrapping or used as a target for live fire exercises, the fleet is also home to several vessels held in reserve for potential reactivation and those awaiting transfer to foreign nations.
