Set apart from public domain for military purposes in 1899. Post established in 1907. Designated in honor of Maj. Gen. William R. Shafter, commanding general, V Corps, 1898.

Formerly home to the Headquarters, Hawaiian Department from 1919 to 1941, the Headquarters, Hawaiian Coast Artillery District from 1921 to 1927, the Headquarters, Harbor Defenses of Honolulu, the Headquarters, Hawaiian Separate Coast Artillery
Brigade from 1925 to 1929, the Headquarters, 18th Composite Wing from 1931 to 1938, the Headquarters, 14th Pursuit Wing from 1940 to 1941, the 64th Coast Artillery from 1921 to 1941, and the 1st Battalion, 55th Coast Artillery from 1921 to 1925.
