This vacant lot once hosted a huge, scary-looking all-steel water tower, officially known as the "Carter Lane Tank". It graced northbound I-95 for years until it was demolished c.2006-2007; the new tanks at Potomac Mills and on the Parkway at I-95 replaced it.
