Underground public restroom. Stairs are located in center of tree-lined path / parking median. Closes at 18:00 (6pm) even during summer, when there are still many people in the area. If desperate, have a friend keep watch at the top of the stairs while you pee at the bottom... you won't be the first. Otherwise, buy an overpriced drink at one of the cafes on the corner and use their restroom. (There are also public restrooms at the base of the Eiffel Tower, but they close at the same time!)
