The six story, 586,000 sq. ft., building designed by S Scott Joy, was originally erected for the US Government in 1918 during WWI to provide cold storage for great volumes of meat and other food products for the United States Army and allied countries. Incomplete when the Armistice was signed the government transferred ownership of the building to the Trustees of the Central Manufacturing District. In 1920, the US Storage Company was formed to take over the plant to provide storage for nearby packing plants as well as produce imported from elsewhere.
