Carabao Island. Part of the US Army's harbor defense of Manila Bay built in early 1900.

Established 31 January 1913. Designated in honor of Brigadier General Royal T. Frank, US Army, who served with distinction during the Civil War and the Spanish-American War. Maintained in a caretaker status from 1924 to 1940.

Formerly home to the 10th Company, Coast Defenses of Manila and Subic Bays from 1919 to 1922 and the 276th Coast Artillery Company from 1922 to 1924.
