North-Eastern part of disputable Nagorno-Karabakh. According to Azerbaijani jurisdiction, this is a part of Terter Rayon of Azerbaijan. According to jurisdiction of the unrecognized Republic of Artsakh, this is a part of the Martakert Region of the Nagorno-Karabakh Republic. The territory at the time of the declaration of independence (September 2, 1991) and the referendum on the independence of Republic of Artsakh (December 10, 1991) was controlled by the self-defense forces of the Armenians of Nagorno-Karabakh, who later reformed into the Defense Army of the Republic of Artsakh. It included the towns of Leninavan / Maraga (now the village of Shikharkh), and Matagis (now the village of Sugovushan), the villages of Nerkin Getk (Chailu), Tarinj (Talish), Haykajur (Hasankaya), Maralyansarov, Karmiravan (Kiziloba), Artsvashen (Seysulan) and Atsavan (Yarimca). Ethnic Armenians lived on the territory before the conflict. During the first Karabakh war, Maragha, Chaylu, Hasankaya, Karmiravan and Maralyansarov came under the control of Azerbaijan. During the second Karabakh war, Talish and Matagis came under the control of Azerbaijan. After the signing of the ceasefire statement on April 15, 2022, Azerbaijani troops, in violation of the terms of the ceasefire, took control of the villages of Seisulan and Yarimca, but next day, with the mediation of the Peacekeeping Contingent of the Russian Federation, the violators returned to their previous positions and these two villages ended up in a neutral zone.
