Building constructed in between late 1906 and around Spring 1907 by Charles G. Mitchell (b. 1862 – d. December 2, 1940 in Kingsport), it is a two-story, two-part commercial brick building with Victorian era influence architecture and it includes such features as asphalt parapet roof, rectangular plan, 1st story fixed display windows, 2nd story 6:6 modern windows, structural glass, buff-colored brick storefront and street cornice, stone lintels on 2nd story windows, and a decorative brickwork beneath brick corbelling to cornice. Its area is 3,240 ft² or 108 ft. × 30 ft. The building was remodeled between November 14, 1922 and around mid 1923. It is sometimes called 1907 King Building in order to avoid confusion with the four-story building located across the Main and Roan Street intersection also called King Building (but mostly called King's Centre). The name and date block on top of the building that reads the name "King" in capital letters and the number "1907" (year of construction) tells it all! Insurance agencies (such as Wofford Brothers) were the first to occupy this building.

It was also called Liggett's Building due to the pharmacy (or drug store) Liggett's being housed on the first floor for over 50 years. The building was once again renovated between around mid-May 1982 and March 9, 1983, converting it into four apartment units on the second floor and four commercial spaces on the first floor. The cost of renovating this building was $100,000 (roughly $270,000 in today's money). It was renovated by local developer Marion Palmer, who also became the owner of this building during that time. It was temporarily called Palmer Building in order to honor the developer who made this building reusable.

Today, the commercial building currently contains a brewery, a barbershop, an art/dance studio, and a beauty parlor on the first floor; the second floor contains four one-bedroom apartment units.
