Highland Park was acquired by the City of Saint Paul when it was still undeveloped land in 1925. Over the next decade, the city built an 18-hole golf course, 10 tennis courts, football fields, baseball fields, a 2700 seat stadium, picnic areas, and a pool. Except for the addition of a disc golf course, the park has remained essentially unchanged since the 1930s.
