Former Pioneer Trust & Savings Bank bank designed c. 1924 by Karl M. Vitzhthum in the Classical Revival style for Pioneer Trust and Savings. It included a 3-story banking hall with rental offices on the upper two floors. In the mid-1990s, the bank was purchased by Puerto Rico-based Banco Popular reflecting the large Hispanic population of the neighborhood. In 2008, Banco Popular moved to a new facility across Pulaski Avenue and this one has remained vacant. Its interior has been unfortunately seriously damaged from major vandalism in the time since with flooding in the basement.

In 2024, the building was selected to be converted into a cultural center.
