Bull Run Lake is a natural lake above the headwaters of Bull Run River. Seepage through porous geologic features surrounding the lake contributes significant stream flow into the Bull Run River. Bull Run Lake is the highest reservoir in the Bull Run watershed; overflow elevation is 3175 feet.

The lake was part of Portland Oregon's original water supply in 1895. Bull Run Lake can provide more than 3 billion gallons of water supply at a rate of approximately 1 billion gallons per month.
The US Forest Service issues a special use permit to the City of Portland to release water from the lake for municipal water supplies. The permit restricts the releases to ensure adequate water is available to support the ecosystem. Even when the City does not use the lake for water supply, summer elevation can decline as much as 10-12 feet due to natural seepage.
