Alilem is a landlocked municipality in the province of Ilocos Sur in the Philippines. It had a population of 6,640 people as registered in the 2010 Census.

Alilem is administratively subdivided into 9 barangays:

-Alilem Daya (Poblacion)
-Amilongan
-Anaao
-Apang
-Apaya
-Batbato
-Daddaay
-Dalawa
-Kiat

Alilem takes pride for its Hydro Electric Plant, situated in "Pil-Pil," in barrio Amilongan. The establishment of the Hydro Electric Plant paved way to the construction of the bridge over Amburayan River and the road extending from Poblacion to Barrio Apang via the hill just beside Banikir Fields. With the use of heavy equipment and with much labor of the foreign and local people, road was constructed and it literally cut the hill... thus the name "Thru Cut." Interestingly, the Thru Cut became a haven for some residents who had to reach for the sky, raising their cellular phones just to get some signal. Often when dusk set in, one would mistake the mobile phones as fireflies. But this attraction at the Thru Cut was cut short when Smart and Globe towers were built. The Hydro Electric Plant has also brought electricity to the Barrios. So, today, the Alilem people are enjoying their lives (still simply) in a 4th or even 3rd class municipality.
