Until 1932, this was used by the Windsor, Essex and Lake Shore Rapid Railway. Once the rails were lifted, the Department of Highways considered converting Highway 3 into a dual carriageway between Windsor and Essex, even going so far as to grade the second carriageway from Outer Drive in Oldcastle to roughly Manning Road, but the onset of World War 2 put an end to any future upgrades.
Ultimately, Highway 3 would be upgraded to a five-lane urban arterial roadway (two eastbound and two westbound lanes, plus a central left-turn lane) from Oldcastle to Maidstone in the late 2000s.
