Outer is a village in the Belgian province of East Flanders and a sub-municipality of Ninove, it was an independent municipality until the municipal reorganization of 1977. The village center is located just west of the city center of Ninove, which nowadays also extends over the territory of Outer. In the south of Outer lies a part of the hamlet of Eichem. The village is located in the Dender region.

An old mention dates back to 1184 as the Latin Oltra. The forms Outhre and Outre appear in the 13th century.
