Sibugay Provincial Capitol. The area before development was a jungle, There were 3 – Big Nonok Trees or Baliti, Ipil-ipil, mangoes, coconut trees and others…The location can be considered as the highest elevation in the vicinity located on tip hill of Ipil Heights overlooking the entire town of Ipil and the coastal areas of Kabasalan, Naga, RT Lim. . The development of the site was initiated on November 2001 under the Governance of George Hoper, the First Governor of Zamboanga Sibugay province with the following Engineers: Aminola C. Badron, Site Engineer well known in the provincial office with his call sign as “Nonok”; Romeo Estoquia, Head Construction Division; Michael Binez, Asst Provincial Engineer; Abdul Rajik Maulod, Provincial Engineer.
