The two story, 144,000 sq. ft., building was constructed in 1949 by the, Hamtramck based department store chain, Federal. Designed by architect Charles N Agree,the two story building featured Federal's signature tower with a clock at the intersection of Grand River Avenue and Greenfield Road.

At one time Federals operated 52 stores centered on the Detroit area. With shifting demographics and intense competition, the chain went bankrupt in 1972, although the Grand River Avenue store remained open until 1980. Between 1981 and 1990 the building housed a Kingsway Department store. After the failure of Kingsway the building was taken over by Mammoth which closed in 2005. Since that time the structure has remained vacant despite several rehabilitation proposals.
