The two story building was constructed in 1920 to house the Detroit Wax Paper Company which was managed by Arthur Trumbull, the brother in law of WA Fisher, one of the Fisher Brothers,who organized the company. The company developed waxed paper packaging for bread and later expanded into other products. By 1929, it was so successful a one story 200' x 600' plant was built on a six acre site at 1721 Pleasant Avenue in River Rouge to manufacture cardboard and wax paper. Later the name of the company was changed to Fabricon as it developed other types of packaging. It was the first to use polyethylene bags for buns and bread. Fabricon remains in business at the same River Rouge address.

The Harper Avenue building became the home of Westinghouse Electric Supply (Wesco) from 1931 to the early 1950s. Later occupants included Rex Dye Advertising from the mid 1960s to the mid 1970s. Madison Printing and finally General Printing. The empty plant was severely damaged as a result of a 2012 fire.
