THE HALIAP NATIONAL HIGH SCHOOL was establish through the initiative of Mr. Peter Ngabit, a native of the community & among the first four people educated in this community, who as District Supervisor of Kiangan district worked in his own little way to establish an annex of the Amduntog Barangay High School (ABHS) in Halipa in 1979.The first year class at Haliap was just actually an exten section or the first year student of ABHS but latter turned into an annex. Like any other school groping in the dark, there is an danger of closure for lack of funds and needs but he continued to fight for the existence of the annex school.

For the school year 1979-1980 about 26 were enrolled as first year student holding classes under a "makeshift" beside the old teachers Quarter at Halaip Elementary School ground. Only one teacher in the name of Ms. Juliana Bulibling handle the class. The following year,another teacher, Mrs.Fatima Puguon, was added.The other early teachers as the four year levels were completed include the following:Mr Alfredo Uh-hub,Mr. Victor Pablo, Mrs. Anita Dingcog and Mr Ivan Lingdis & Mrs Lilian Ngabit. Some of the Haliap Elementary teachers who taught in high school were Mrs Nadividad Codamon for music,Mrs.Mary Jaymalin for Home Economics and Mr. Dulnoan Dinamling for Public speaking.

From 1979 to 1982, the four year levels from first year to fourth year was completed so much so that on the school year 1982-83, the school already stood as a Haliap Barangay High School separated from the Amduntug BHS that is on on its transition to become a satellite ot the Ifugao State Collage of Agriculture and Forestry.With this development in the mother school , some of the old teachers of Haliap BHS were taken back by the mother school.The first batch of graduates for SY 1982-83 were about 34 with Mr. Dulnoan Dinamling, the principal of the Elementary School as the School Head of the High School.

In 1982, the first one unit-three classroom building was planted at the present school site donated by the Ngabit family. The school site is so rocky that so much labor by parents and students in the extraction and leveling was done. Simultaneously, another three classroom building was constructed which still exist today. The Haliap Elementary School ground including the three classrooms high school building were totally vacated by the high school teachers and students in 1994 with the presence of the enough buildings at the new site.

With the passage of another law which provides for the nationalization of barangay high schools, Haliap National High School is again among the school converted as a national high school in June 1992, the Haliap BHShad a new name as Haliap National High School by virtue of RA6655. Such new status of the school brought forth blessings to the administrator, mentors, students, barangay oficials and town folks. The issue on teachers salaries were at least nationalized, additional teacher’s items were given and the meager maintenance operating and other expenses (MOOE) was also granted.

The school is situated at the top of a mountain overlooking the pristine beauty of the neighboring barangays and is surrounded by mountains with rocky rolling terrain, rich with sharp white stones and undiscovered caves that a geologist or a researcher might believes to have been under water centuries ago.

It is about 5km away from the poblacion. It takes about 15 t0 20 minutes to travel on the foot from the main road.The school site is about 3 hectares. It is located along the Likud trail, along the west by Haliap Elementary School, along the north by mayubba trail and bounded on the east by cliff owned by Mr. Carlos Catama.

Today, Haliap National High School has two (2) annex campuses located at the farthest barangays of the municipality namely: Haliap Annex A in Natcak (Former Brgy. Ammoueg) was opened in the SY 1996-1997 during the term of then SDS Dolores Codamon; and Haliap Annex B in Brgy. Camandag was opened the following SY 1997-1998 in the time of the superintendent Cecilia Bulayungan.Currently,
