  My research leads me to believe that the dam is the "Upper 4S Dam" built in 1927. It is of the Constant Radius Arch type and is bridge number 842. It's listed in the 1962 State of California Bulletin No 17 "Dams Within the Jurisdiction of the State of California" report.
