This is the primary administration building for the City of Spartanburg. It is also the location of the Public Safety Department and the City Fire Department.

The City of Spartanburg operates under a Council-Manager form of government. There is a Mayor and six Council Members who serve four-year staggered terms. The Mayor is elected at-large and councilmembers represent single member districts. The Mayor serves as the principal spokesperson and representative of the City and is the presiding officer at Council meetings.

The Mayor is a member of Council and has one vote - no veto power. City Council is the legislative body of the City and adopts City Ordinances and amends them as needed. Council also determines what City taxes shall be levied and how funds are spent. The Mayor and Council appoint the City Manager.

Regular meetings of the City Council are held the second and fourth Mondays of each month at 5:30 pm in Council Chambers on the upper level of City Hall, 145 West Broad Street. All meetings are open to the public and citizens are encouraged to attend. Anyone wishing to address City Council should contact the City Clerk at (864) 596-2019.
