(Outline approximate.)
This was the site of the original "Stratton Loop", a turnaround loop at the end of Windfield Scott Stratton's Colorado Springs and Interurban streetcar line, which operated from circa 1901 to 1926. (Part of The Loop's track, the originally un-looped portion running down the middle of Manitou Avenue, was built earlier, circa 1895, for Michael Leddy's Dinky Trolley.)
After the track was removed, the name "The Loop" was recycled to refer to the nearby street intersection of Manitou and Ruxton Avenues (now a roundabout).
