Built as the C.H. Rowe dry goods store in 1898, this four-story building housed Sander's grocery in the 1920s and May-Stern Furniture from 1930 to 1965. Over the years it suffered from misguided alterations which failed to respect the building's architectural integrity: the lower half was sheathed in smooth limestone paneling during the May-Stern era, and the ground-floor windows and corner entrance were blocked up with concrete in the early 1980s. A renovation completed in 1990 restored the exterior in the spirit of the original Alden & Harlow design. The building now houses shops and offices.

The structure was known successively as the Rowe Building, Regent Building, May-Stern Building, and Penn-Highland Building.
