In 1942 the US Navy constructed a 343,445 sq. ft. plant to be operated by General Motors Cleveland Diesel Engine Division to produce 6, 8, 12 and 16 cylinder diesel engines for the Navy. Known as Plant 3, it joined the existing Cleveland Diesel Engine Division plants 1 and 2 located at 106th and 110th Streets which GM had acquired from Winton in 1930 . During the war, over 512,000 engines were built for submarines, destroyers, destroyer escorts, LSTs, tugboats, mine sweepers, tenders and Rescue/Salvage ships.At the end of the war, the plant became surplus as demand for the engines dropped and the Cleveland Diesel Engine Division was able to supply the market from Plants 1 and 2.

In 1946 General Motors Electro-Motive Division took over the plant to produce switcher locomotives, until 1954 at which time the facility was turned over to GM's construction machinery business Euclid.
