236-foot, 19-story hotel completed in 1924 for Frank A. Dudley/United Hotels Company of America. Designed by George B. Post & Sons with decoration by Lyman W. Cleveland, it was named in honor of President Theodore Roosevelt. The hotel had 1,015 guest rooms, including 52 suites. The interior and exterior was used as a filming location for "Man on a Ledge" (2012). Its interior was also used as a filming location for S1E1 of the show "Billions".

In 2020, the hotel was permanently closed by its owner, Pakistan International Airlines, due to impacts of the COVID-19 pandemic. In 2023, it reopened as a city-run welcome center providing information and up to 850 beds for asylum seekers.
