With the assistance of grants from Andrew Carnegie, fifteen branch libraries were built in Cleveland during the period from 1904 to 1920. The Carnegie South Branch is one of six still in use as part of the Cleveland Public Library system.

Architect Henry D. Whitfield cited as the inspiration for the library as Houghton Tower in Lancastershire. The building is constructed of rough-hewn gray stone. There is an octagonal skylight over the central court from which radiate ceiling panels to the flat arches which are supported by eight piers.
