In 1956, Raytheon established its first Canadian plant at Waterloo where it produced solid-state air traffic control radars for both civil and military applications. There the company developed a High Frequency Surface Wave Radar system that can detect maritime traffic beyond the horizon to protect a country's 200-nautical-mile exclusive economic zone. The 125,000 sq. ft. facility situate on 24 acres was sold in 2017 after extensive employee layoffs. The remaining workers have been relocated to a 26,000 sq. ft. leased site at 440 Phillip Street.
